Why an application will not submit
The submit control refuses rather than warning, and it lists what is missing. What each reason means.
Submission is a state change with conditions, not a status you type. When it refuses, it names every reason at once rather than making you fix one and try again.
The reasons you will see
- A required document is missing from the checklist for that institution. Add it, or waive it and give a reason — the waiver is recorded, which is the point.
- A document is flagged. Flagging never deletes anything; it holds the application until somebody with the right permission resolves it.
- The student is under eighteen and has no guardian on file. That block is deliberate and cannot be waived.
